This created tight-knit communities of immigrant populations near present-day Martin Luther King Boulevard, formerly Union Avenue. Following the devastating Vanport flood, many of the 17,500 individuals left without homes sought refuge in Portland’s northeast quadrant. As one of few areas unimpacted by exclusionary redlining practices, Sabin became a haven for black families and displaced individuals. Another demographic shift occurred in the 1990s, when a new wave of homeowners began moving to the area. Today, Sabin is notable for being one of Portland’s most culturally and economically diverse areas, maintaining its heart as an inclusive and community-focused district.

Operated by the Water Bureau, Portland’s HydroPark program utilized the area surrounding the infrastructure to create a community greenspace. Additionally, the facility is home to water-based activities and the local community garden.

Near the park is Pok Pok Noi, an offshoot of national acclaimed thai restaurant, Pok Pok, the Noi location offers up delicious cuisine in an intimate environment.
