Block Parties + Street Murals!

The Portland bureau of Transportation (PBOT) recently unveiled two new permit programs. The first program, call Healthy Blocks, allows Portlanders to apply for free permits to provide more space for neighbors to walk, roll, bike, play, and socialize physically distanced. Love Letters No More – A New Rule in Real Estate

House Bill 2550 just passed in the Oregon house and states that no longer will letters to the Seller or “love letters” be allowed to be submitted with an offer. It finds that these letters can undermine fair housing laws. As of January 1, 2022, Buyers will need to let their offers speak for itself.

“The bill requiring seller’s agents to reject buyer love letters, House Bill 2550, passed the House this week after Oregon REALTORS® worked to amend the bill in the Senate to make it easier to comply with. Bioswales vs. Dry Wells

Water! We have lots of it here in Portland. The moment it hits your roof, drops down into your gutters and into your downspouts, that water has to go somewhere. Let’s begin by saying that poorly mitigated water runoff can wreak havoc on your foundations and crawl spaces causing very expensive repairs to your home down the road. Keeping your gutters clean and water runoff at least 6 feet away from your home will help to prevent these costly issues.

If your downspouts are not connected to the sewer-where is the water going? First look at the slope of the ground around your home. It should slope AWAY from your home. Second, if your downspout is dumping water at the corners of your house, consider installing a dry well which is a buried tank in your yard that water is funneled to, or maybe your landscaping could accommodate a bioswale. Bioswales are channels designed to collect and move water runoff while also cleaning the water as it slowly returns to the ground. Why Is The Market So Hot + Are We In A Bubble?

This week Jenelle, owner of Living Room Realty, takes a closer look at our market and talks about how we got where we are and where we are going next.

THE NUMBERS THIS WEEK
Avg sales price was $576,395.
Avg # of offers – 5
Avg amount over list price was 8% = $46,000 over.
Inventory inched back up over 500 but buyer demand outstripped inventory keeping the market action index revving at 70.

WHY IS THE HOUSING MARKET SO HOT?!
1. Interest rates are at historic lows – 3% and under has been the norm, incentivizing buyers to shop, but causing potential sellers to hang onto their homes as rentals and investments rather than sell them.

2. People are living longer and today’s baby boomers are choosing to stay in their homes. Covid 19 isn’t over yet and while it’s still here, those who might have chosen adult living communities have put that off for the time being until that move looks safer.

3. Working remotely has become the new normal, but will it stick? Some people have decided against buying, and selling, because they don’t know if they’ll be heading back to the workplace or creating a more permanent home office. Purchasing their “forever” homes may have to wait until after Covid ends.

THE BIGGEST FACTOR
The biggest factor, by far, is that less housing has been built in the past decade, since the 2008 housing crash, than ever before. A tight labor pool, high timber prices and more building restrictions have slowed new construction. We, as a nation and city have not kept up with the demand for housing. We need more housing and it’s unlikely we will see enough inventory to meet demand for years to come.

ARE WE IN A BUBBLE?
Demand and the restricted pipeline of inventory, leads us to think not.

Second, the amount of cash in the market compared to the years leading up to 2008 is greater. The strong equity in our housing market will help prevent foreclosures.

What are the actual costs of purchasing a home?

Whether you’re a first time home buyer or buying for the first time in a long time, we can help you get a handle on the full costs of buying a home.

Down Payment:

Most people know that they need a down payment and that the rest of their purchase will be secured with a loan from a bank. The down payment typically ranges from 3.5% up to 20% of the purchase price. For a $500,000 home that equals $17,500 up to $100,000 in cash.

What else will you need to pay for? Inspections, appraisal, closing costs and prepaid expenses, repairs and updates.

Inspections:

One of your first steps in the purchase process is inspections. We recommend a general home inspection and if applicable, a sewer scope, radon test and oil tank locate plus soil sampling, if necessary. The total costs for inspections vary depending on size of house, which inspections you choose to complete and the inspector’s fees. We recommend budgeting $800 to $1,200 for all inspections.

Appraisal:

Toward the end of the inspection period your lender will order the appraisal. An appraiser will conduct a walkthrough of your new home and complete a report which determines the market value of the home based on specific calculations and assessments. Appraisals run $500 to $1,500.

Closing Costs:

At the end of your transaction you will be responsible for closing costs and prepaid expenses. Your lender will be able to tell you these costs once you are pre-approved. These fees average between 3% and 5% of your loan.  Fees include things like title insurance, taxes, loan fees, homeowner’s insurance, home warranty (view it here), title insurance and escrow fees.

Now for the fun stuff:

Once your purchase is complete you get to pay for the fun stuff! Now that you own a new house, it’s time to make it your home. Final costs include repairs not included in the transaction, updates of your choosing and new furniture fabric corner lounge.
